What Commissioners did
The 1993 Act allowed for nine Commissioners, two of whom would be Ministers of the Crown and one of whom would be nominated by the Opposition; the remainder were independent members, drawn from across the UK and representing a broad range of interests. The Commissioners' role was to take decisions on grants and Commission policy. They met monthly or as necessary. All meetings were held in private.
After the millennium year there was less need for a large Commission because the volume, though not the significace or complexity, of the business reduced. By April 2005 there were five Millennium Commissioners.
In July 2001 the Commission adopted an updated Code of Practice for Commissioners, which set out a standard for the work of the Commissioners. Commissioners could then claim an allowance for their time spent on behalf of the Commission. Rates were based on recommendations from the Department for Culture, Media and Sport. All Commissioners regularly completed a Register of Interests, which was open to the public to view.
How they were appointed
The members of the Millennium Commission were appointed by Her Majesty the Queen, on recommendation from the Government. Final appointments expired when the Commission was wound up.
