The Millennium Commission has decided to establish a funding programme in support of broad Olympic related issues. They believe that the principles enshrined in the Olympic Charter resonate with the past work of the Commission and consider that the provision of funding to activities which capitalise on the enthusiasm and excitement generated across the UK by winning the 2012 Olympic Games is an appropriate way of completing their statutory mission to mark the Millennium. The Commission expects to be able to offer a total grant of up to £25m in support of this programme. The Youth Games As part of this Olympic Programme, the Commission is considering supporting activities which capitalise on the enthusiasm for the Olympics amongst the young, in order to encourage them to engage in the broadest sense in sport. Commissioners are attracted to the idea of a Youth Games, associated with the Olympics, which would be held in a different region every year, culminating in the 2011 games which will be held in the Olympic Park. However, to deliver the first year of the Games, grant decisions must be taken swiftly and the Commission has therefore decided to consider funding the first year of the Youth games in isolation. Subsequent years will be funded under the arrangements adopted to deliver the wider Olympic Programme. To expedite the process, the Commission has therefore decided to use its powers to solicit an application to run the first year of the games. No sum of money has been allocated to the first year but it is anticipated that a grant around £1m will be adequate, and the Commission would be unlikely to consider applications for sums in excess of £2m. Eligibility Criteria The Commission is seeking applications for grant to fund the first year of a six year youth games programme, taking place in a different region of the UK each year and culminating in 2011 The applications should • Be for an event which: - Reflects and promulgates the Olympic principles - Will be accessible to as wide a possible audience of young people, & specifically; - Involves disabled sports activities • Provide outline plans for the overall six-year programme of Games • Be distinctive, or innovative in relation to existing Youth Sport provision • Demonstrate broad support across the target audience • Be additional to the core work of the applicant organisation • Have a robust and viable business plan • Have a minimum of 25% partnership funding Timescale Applications must be received in writing at the Millennium Commission by 2:30pm on Wednesday 30 November 2005. The Commission expects to determine the applications during December. Small print The Commission will accept co-funding contributions in kind, subject to an agreed valuation. Grant payments may be available to support project development once an offer has been made. Applications for grant should reflect the whole costs of the application and project, in other words the administrative costs of the project should be included. Historic costs of project development can be included. The recipient will be required to enter into a formal grant agreement with the Millennium Commission. No grant will be paid until this is finalised. Grant will subsequently be paid in tranches and in advance, to an agreed timetable.
