This programme will be delivered by Blackburn with Darwen Borough Council. It will celebrate links between Asia and Blackburn and involve a major trans-Asian art exhibition. Existing festivals will be enhanced, a programme of artists’ residencies is planned and specific communities will have the opportunity to develop their virtual and media activities skills.
